So the historical background here is that jefferson, in late 18 o seven, established an embargo on goods coming terms. New england had been the most outspoken against the virginia, kentucky resolutions of 17 98. At that time, if you said the principles of 98, everybody knew what you meant. The states obviously can't allow the federal government to have a monopoly on interpreting the constitution. That's just common sense, because it'll interpret it in its own favor.
