April Fool's Encyclical

The pope is considering an april fool's encyclical. Would this be sinful? Or could a pope legitimately do this with no issues, such that the holy spirit doesn't need to prevent him from doing it? These are just some of the questions i promise to take from twitter. And i'm also going to hydrate, because when you're talking non hydration is important.
