The Importance of Consistent R&D Funding
In some ways, it's I think kind of an indictment of the US boom and bust like R&D cycle. It's so good that Japanese had this consistent program. The Germans also had a consistent program, but both of them at lower levels than the US. There is some positive to this kind of overall system that has these consistent players as well as these erratic ones.
