Presbyt-Buteros and Episcopal Fathers
The terms presbyt-buteros and episcopos are used interchangeably in the New Testament. In 1st Timothy 3 and in Titus 1, both words are used in the same list. The logic is like this, appoint presbyters if they are blameless; a bishop must be blameless. But here's the problem for the papacy: Ignatius himself acknowledges that the monarchical episcopent model is not universal at that time.
