The Future of Offstep
Michael Wilshire has done a really important job in recent years. I think there's been huge positive moves particularly for senior leadership of offstep. My problem with the regulator is that you're simply measuring and making judgment before 92, 92, 93. The difference is that inspectors working in local areas also had a remit to improve.
