The Value of Intelligence
In the 1990s I was for a while at the British Foreign Office. Most intelligence materials essentially told me what I already thought I knew. The value of intelligent material is often to provide some kind of corroboration so you think oh yeah okay that's good it means I can actually sort of work with a higher degree of confidence about what's going on. Very rarely did I see intelligence materials that genuinely and dramatically shifted my understanding of the situation.
