The water in the planet is the same one since the time of the dinosaurs. As soon as you kill the recycling mechanism, water is gone and you get a desert. Yet the water that was there is now in the atmosphere playing a greenhouse effect which is directly responsible for the situation we're in now. The United Nations have been making one mistake after another for the last 30 years because their models don't include the small water cycles or other things that propagate upwards. So the message to the people that know and have the funds is they should make sure that a big thinking body,. which in this case was the European Commission at one time, should be there to guide the actions.
