In Czechoslovakia, there was not a good way of exchanging foreign currency to Czech rounds and the other way around. There were shady looking guys who would say gelled VEXLACS - which means money exchange. So that's why I use this term, but you have many similar people,. for example, in Argentina, they're called Arbolitos. And these people will give you pesos for dollars in what is called blue market exchange rate. so not official government one, but the real exchange rate.
