Is This a Private Entity With Proprietary Technology or a Public Sector Application?

There are justifiable concerns with who is listening in and where legal lines are drawn. When you mix a private entity with proprietary technology and public sector applications, it certainly can be alarming or scary but it isn't always nefarious. This is not even like on star or something where they've got like dispatchers that work for the company. So they could be poorly trained. They could be using it incorrectly. And there certainly could be examples of folks using it without the best intentions.
