Why Should Pastors Lead the Church Budget Process?

In Acts 6, though the implementation is being done by the deacons, the apostles, the proto deacons. Why should elders collectively be thinking about this or leading out in this? The budget is our collective value system really as a church. And someday when your members stand before the Lord, they expect to see a return in that investment.
