The censorship is actually happening at the level of the team that's building some of the software that they're running, right? That's not them individually choosing to be censoring. So there are again two layers. There are builders that actually build those full blocks and they send their blocks to so-called relays. Some of those relays, including the most prominent one by flashpots themselves, sometimes require to censor.
