CNN's John Sutter talks about the drug war in Mexico and Canada. He says there is a line that states draw between legal and illegal, with police at its center. The US draws this line on purpose to control certain sectors of social geography, he says. But when it crosses into other areas such as inner-city life, things get out of hand, writes Sutter.
