PayPal is one of the few financial institutions active in 200 markets. Every dollar in PayPal is backed one to one with a dollar somewhere in a bank account. We'll talk about banking later, but there is no re-hypotication of assets. The money sits on the bank. It's there for when a user wants to redeem other in PayPal balance and take it out to their bank account again.
