Chevron Deference v. Fisheries Agency

The case involves a small company that goes out fishing for herring in the new England waters. The agency started requiring them to carry a monitor on board, essentially a government imposed bureaucrat who's making sure they don't catch too many fish. And then they passed another rule saying, not only do you have to carry them on board, you have to pay their salary. So this went up to the DC Circuit and a panel in a 2-1 vote said it's ambiguous, the statute silent.
