Sludge Life by Terry Velman and Dose One is a game set in a small industrial port town place in the middle of a swamp. It's full of shipping crates and pipes and the main thing you do is you're trying to reach a bunch of different places so that you can tag them. There's lots of verticality to the to the world and it kind of feels a bit like crackdown. And yeah also you can smoke cigarettes and I was like games where you can smoked cigarettes. So yeah my game of the year is Sludge Life.
