Are We Constrained in What Can Be Shared?

David Rothkopf: I think the government's initial impulse was we are heavily constrained in what can actually be shared. He says they're getting briefed by PCO and probably other apparatus of the government saying, don't go this way. This is a pretty big issue in Quebec and it falls right on the federal government to solve it. And how come letting a million people in through immigration and temporary workers is uncontroversial, but 39,000 migrants is controversial? What's the politics of that?
