The plan was to tie electoral suffrage to jury duty. As with voting, jury duty was restricted to only those who paid over a certain amount in taxes. The men were allowed to keep their guns and ammunition. And then, wait for it, the national guard was disbanded without the slightest effort to also disarm them.
