Should We Really Be Pulling Water Out of a National Forest?

Nestle has paid a mere $200 per year to take water out of Flint, Michigan. That's all they pay to pump enough water for 100,000 residents. Even a single person's water bill in Flint could be about $180 per month during 2017. The Forest Service in California approved a new five-year permit for Nestle to draw water on federal land in 2019. This makes me question if someone in the Forest Service is willing to sell their soul for a few dollars.
