Can We Scale Up to a World Level?

The big question for democracy historically has been scale. Can we ever scale up to a world level? I don't see that happening any time soon. The other possibility for the future would be, in fact, going the other way. We already see various forms of devolution of nation states. A world of small states is likely to be a world of conflict.
