Lincoln Trusts Seward, and He's Desperate for a Victory

Seward is a man whom lincoln trusts greatly and who is considered by many essential to the administration. Seward doesn't voice any objection in the carriage ride that day. But a few days later, l Lincoln calls his cabinet together in the second floor library of the white house. He basically says to them, look, i've already decided that there is going to be an emancipation proclamation. That question is not up for debate.
