Are the Chicago Bulls a Self-Tanking Candidate?

The Sacramento Kings and Chicago Bulls seem destined to kind of be in the same spaces. I think it is fitting that they ended up next to the Kings because I had a really hard time threading that needle. Lonzo's knee seems to be Swiss cheese at this point, so we have to start thinking about these other possibilities as well.
