The Power of Question Swapping

The first part of the chapter, he is notation heavy and dense. He basically formalizes what he means when he says rules of inference. Then the second part, he talks about Professor Riles' solution. And the solution to the question, why are the rules of inference applicable to reality? Riles' answer is basically they aren't. They're simply rules of procedure. So instead of asking why they apply, Riles switches it to why are they useful? Or pop popper does, right?
