Georgia Turnout - What's the Difference?

Jeffrey Toobin: Turnout was down from the November election, which was to be expected. He says it's more unusual than not to see higher turnout in the second election than in the first. Toobin: Walker did better in northern Georgia, basically north of sort of the core Atlanta area. And then south of that, it's either that Warnock did better, or there wasn't much change from November.
