Is the Treasury Going to Have to Find More Money or Is It Going to Force the Departments to Pay for These Settlements Themselves?
I don't think the government's decided to be totally honest. The unions in the health talks were told very clearly, or they got the clear impression this was going to be new money. But then the Treasury was sort of humming and haring about that. They've chosen to cut fuel duty rather than different fund extra pay rises. Public spending on services has actually risen really quite fast over this parliament.
