Ukrainian Operation on the Other Side of the River

Institute for Study of War has published some information in the last week or so that the Ukrainians may have attempted a raid on the other side of the river near the Khohofka Dam. I don't understand why Ukraine would have to undertake such a high-risk operation and if it was to do so I think it would only be in tandem with a much larger operation east of the river because otherwise Russian forces have echelon defenses right some distance from the coastline probably out of range of Ukraine artillery.
