The Democratic Party Moves in a Different Direction
The Democratic Party platform in 1976, the right to a job is central there. The original version that Hawkins came up with would have allowed individuals to sue the federal government for a job if they didn't have a job. Carter was part of this group of newer Democrats who were saying, we need to lower the expectations of what government can do. He said he would support Humphrey Hawkins on the campaign trail but never did.
