When Is It Time to Impose a Standard?

When is it time to impose a standard, a policy or a procedure? And when can that be problematic and remove autonomy. I find so several of my clients have said, we want to go agile. They all choose a different framework, but they assume that they can choose for other people. This business of limiting autonomy and especially not understanding the context of a team, I never understand that.
