The Propeller and the Boat

We have a boat that gets chopped up by the propeller. We know why they push those boats together to like make more boat room or it doesn't make any sense. Why does that boat have a propeller that is like 60% out of the water? Wouldn't the propeller be much more useful in the water? I don't think that's how boats work. Well, why is it running then?
