The EPA's Response to West Virginia Versus EPA

EPA did not decide one way or the other whether greenhouse gas emissions present a unreasonable risk of injury to health in the environment. They neatly avoided that central question. We're prepared for all eventualities, but the agency does not need their help. This is an agency determination and it should be made on the question of risk and risk alone.
