Code Enforcement in Low Income Communities and Communities of Color

Hester street started working to identify specific parts of the code enforcement process that could disproportionately harm low income people and people of color. One issue is that landlords are more likely to neglect the homes of low income tenants. Some rules are subjective, leaving city officials to decide on a case by case basis if a situation is unsafe or unhealthy. But there are ways cities can support their residence to have safer homes rather than punishing them for problems they can't solve by themselves.
