Suetonius says the conspirators too had not agreed on a successor. There's no coherent plot of we want the head of the pretorian guard in charge, or we want someone else from the imperial family. It does seem like a lashing out, just let's just get rid of caligula. By that point in the late first century, you need to keep both sides happy.
