Kenneth D. Rose: Kennedy administration was besieged by people wanting more information on fallout shelters. He says in 1961, one New Mexico town had already broken ground on a unique shelter. Rose meets Scott Simer and Thad Phipps, the current assistant superintendent of Artesia Schools. They tell him about their school that doubled as a nuclear fallout shelter.
