The Leg Press Is the Best Approach to Balance
strength is the primary problem with balance in these types of trainees. For extreme problem cases, i much prefer the leg press. There are band assisted squats that could be used with a very good coach and a trainee who was confident enough to get them out of the bottom on a full range motion. But you can't teach hip drive on a leg press cause the hips aren't really moving. With the high paws squat, you're not getting to the strength part until later, right?
