Is That Really a Russian Fact-Finding Mission?
Irish fishermen made headlines earlier this year when they sought to stop Russian fleet carrying out exercises in Irish waters. There was speculation at the time that those exercises were effectively a Russian fact-finding mission, a test of EU weak spots. In total, there's roughly 400 of these submarine fiber optic cables around the world and what they are is really the arteries of the digital age. If an actor wanted to cause the maximum disruption through sabotage, what they would want to do is study this network carefully.
