The Four Characteristics of E-Mons

All tactical situations are time sensitive. They must change and grow based upon how quickly we have to resolve the incident. An E-Mon at the end of the operation will always look different than it did at the inception. All E-Mons are composite. This means that they are composed of various individuals, units, agencies, or disciplines who need to work together for a given problem. In six, they're temporary. When the problem's over, they go back to their regular jobs and whatever that might be. So those are the six characteristics in just normal command and control with the exception of being temporary. Our command and control structures for our normal organizations are not temporary.
