Yuan Shikai established a training program to modernize the army. He sided with the pro-foreign faction at court along with Li Hongxiang, General Ronglu, and Prince Ching. Yuan's reward was to be made governor of Shandong province. And when the boxer rebellion broke out, he suppressed the boxers.
