Affordable Housing
What we consider to be affordable housing in most american city is pretty expensive. The federal government sets a standard for what's considered affordable for a given household. If you pay more than 50 %, then you're severely rent burdened. And this is a continuous balance for urban planters. Even the wealthy elite realized that keeping workers in the city is a problem. They want to make a bunch of money from the land and property that they own but also want to employ a bunch of low waged labor.
