Central banks are not fully independent because they have oversight. The president can't directly tell the head of the central bank what to do. But during routine events, much like the Supreme Court and other things, it's almost like a fourth branch of government. Nobody can do a direct run on a central bank is because all banks in the country have to hold their cash at the Fed.
