How Do You Pastor a Group of People?

i there's an enormous amount of burnt outright nou pastors or quitting at unprecedented numbers. And so how do you pastor a group of people where you have some who refuse to mask? How do you deal with that rate as a spiritual leader, when you have like, people that believe both those things and claim the name of jesus? i'm not sure how we're working this one out, to be honest.
