There's no evidence that the Ukrainians are diverting it to the black market or some other thing else. There have been efforts, the effort is expanding week by week, but they haven't been able to do inspections out at the front lines. The questions you get from some of them often come with a flavor of whether or not the United States should be providing the size and scope of aid right now.
