Annie Meng: It's very hard to measure democracy, whether you're becoming more democratic or less democratic because there are so many different versions of democracy. She says some people have tried combining objective measures that would reflect free elections and electoral competitions with more subjective measures by experts. Meng: When asked to think carefully what's happening to a particular country, we are more likely to interpret whatever we are seeing as the decline of democracy.
