The first Gulf War is great because, you know, we haven't talked about these new groups, human rights groups that emerge on the ruins of the anti-war movement. The ideas seemed to be that this was going to be a clean war. So it is a pivotal moment right after the Cold War when there's like a new consensus among reformers and within the state to push war in a new direction.
