Mitt Romney: The U.S. did not perform especially well with respect to civilian casualties in Afghanistan until 2012. He says the 2013 Presidential Guidance and improvements in targeting procedures have reduced casualties significantly. But he adds that there hasn't been a systematic, ongoing, consistent focus on this issue.
