Woodrow Wilson was among the first to put it into action under the rubric of war socialism. It's worth remembering, you know, that war by its own logic brings out the sort of Spartan response of everybody working together. This was Randolph borns major critique of the American progressives during the war. And so there was what I argued essentially a fascist moment in Western civilization where there was this great turning away from admiration of liberal democracy.
