Luther's theology was still developing, but he had come to understand that if any one is to be saved, that salvation did not and could not depend on their good works. Any truly repentant christian has a right to full remission of penalty and guilt, even without indulgence. When our lord and master, jesus christ said, repent, he willed the entire life of believers to be one of repentance.
