The UN Security Council and the Assad Regime

The Security Council mandate to deliver aid to areas of Syria outside the government's control dates back to 2014. It was set up at the height of the Civil War, when no one was sure who would come out as the winner. The Assad regime came out and gave their own mandate for cross border aid this month. One question that has been circulating among UN diplomats is whether the recent events were a coordinated plan between allies Russia and Syria.
