Replatforming a Cloud Native Application?

An optimization team would look at how to make the application run leaner and burn less cash. Those resources are typically developers, but there's not enough of them in traditional IT operations. How often does IT traditional enterprise operations get those folks time to go back and replatform an application that's no longer adding net new business value?
