The Kremlin and the War in Ukraine
I think there isn't one way that it has been framed. There is widespread belief, according to polling, not just since the invasion, but before then because the war began in 2014. Whether or not the population fully supports the way in which the war is being waged, I think that's a different question. But in general, the point of Kremlin or state-aligned propaganda isn't to persuade or to convince people necessarily, there's lots of different ways that it works.
