A lot of the time, i do oue spread sheets. And most conversation designers i know also use spread sheets. There are tools that help with prototyping, and i am starting to get a little better at the content management piece. I use voice flow. And then there are botmock and bot society. Those are like the top three that conversation designers are using to day. They all help you prototype without having to necessarily build code.
