The California ISO and the Inflation Reduction Act

Many of the benefits that were envisioned for kind of out-of-state generation resources, circa 1617, really depended on this vision where the entire West is in a single RTO. I personally think that's highly unrealistic today for two reasons. Very conservative states do not want to share power with a very blue state like California. The Inflation Reduction Act says that if you want to get the full PTC, the production tax credit, then you need to pay prevailing wage and have an apprenticeship program.
